ScienceDaily (Oct. 30, 2012) ? Your chances of having a sudden cardiac arrest can depend on where you live, warned Dr. Paul Dorian at the Canadian Cardiovascular Congress 2012 in Toronto on October 30, co-hosted by the Heart and Stroke Foundation and the Canadian Cardiovascular Society.
His study of Greater Toronto Area (GTA) neighborhoods with high and low rates of cardiac arrests found that the factors causing increased risk are complex. "The reasons are more multifaceted than traditional explanations of income, social economic status and education levels," says Dr. Dorian, who is a researcher and cardiologist at Toronto's Kennan Research Centre, St. Michael's Hospital. "It's important to understand these differences to support better health outcomes."
He says his team is exploring heart-healthy behaviours, cultural and ethnic factors as possible other factors that may account for the large differences in cardiac arrest rates between neighbourhoods.
The research, led by Katherine Allan, PhD candidate, compared 20 GTA neighbourhoods with the highest and lowest incidence of cardiac arrests that take place in the home or public places.
The demographic, social and economic characteristics of the neighbourhoods were compared to identify similarities or differences, including age, sex, income levels, education and social inclusion. Rates of diabetes and high blood pressure were also compared.
"Cardio-toxic neighbourhoods," a term coined to describe communities with higher incidence of cardiac arrests, have three to five times higher rates of cardiac arrests. Cardiotoxic neighbourhoods tended to comprise older persons with slightly higher rates of diabetes and high blood pressure. No single factor explained the variability between the neighbourhoods.
The study looked at over 5,500 cardiac arrests in the GTA between 2006 and 2010.The residential address of each out-of-hospital cardiac arrest patient was spatially mapped to one of 140 Toronto neighbourhoods.
The 10 neighbourhoods with the highest cardiac arrest rates (cardiotoxic) and the 10 with the lowest rates (cardiosafe) were identified. Cardiotoxic neighbourhoods tended to comprise older people with slightly higher rates of diabetes and high blood pressure.
"The bottom line is that where you live does affect your risk of cardiac arrest. Our research suggests wealth, education and social inclusion are important factors but only explain part of the puzzle," says Dr. Dorian.
The link between our health and where we live is well established, says Heart and Stroke Foundation spokesperson Dr. Beth Abramson. "With Canada's high rates of physical inactivity and obesity, it is more important than ever to build communities that encourage active, healthy lifestyles."
She says healthy community design strategies -- such as good public transit, well-maintained parks, and safe, efficient walking and cycling networks ? make it easier to get the physical activity Canadians need to promote heart health and maintain a healthy lifestyle.
Abramson recommends that municipal governments, community planners and developers work together to create communities that support active, healthy living in Canada.
Cardiac arrest is a medical emergency which occurs when the heart suddenly and unexpectedly stops beating. Every 12 minutes someone in Canada has a sudden cardiac arrest. Up to 40,000 occur each year in Canada.
Up to 85 per cent happen in homes and public places such as malls, hockey arenas or workplaces -- and half are witnessed by a bystander such as a family member, co-worker or friend. The survival rate (outside of a hospital) is approximately five per cent.
As we continue to advocate for heart-healthy communities, Dr. Abramson says we need to do everything we can to improve survival rates. "The Foundation is working in communities across Canada to advocate for the placement of automated external defibrillators (AEDs) in public places and to train Canadians how to use AEDs in combination with CPR."
She notes that every minute counts: A bystander who knows how to respond to a cardiac arrest can increase the odds of survival and recovery by 30 per cent or more.

NEW YORK (AP) ? Superstorm Sandy grounded more than 15,000 flights across the Northeast and the globe, and it could be days before some passengers can get where they're going.
According to the flight-tracking service FlightAware, more than 6,000 flights were canceled on Tuesday. That brings the tally of flights canceled because of the storm to more than 15,000. By Tuesday morning, more than 500 flights scheduled for Wednesday also were canceled.
The three big New York airports were closed on Tuesday by the Port Authority of New York and New Jersey. Stewart International Airport remained open, but airlines had suspended operations there.
New York has the nation's busiest airspace, with about one-quarter of all U.S. flights traveling to or from there each day. So cancelations here can dramatically impact travel in other cities.
Delays rippled across the U.S., affecting travelers in cities from San Francisco to Atlanta. Others attempting to fly out of Europe and Asia also were stuck.
Narita, the international airport near Tokyo, canceled 11 flights Tuesday ? nine to the New York area and two to Washington, D.C. All Nippon Airways set up a special counter at Narita to deal with passengers whose flights had been canceled.
Hurricane Sandy converged with a cold-weather system and made landfall over New Jersey on Monday evening with 80 mph winds. The monstrous hybrid of rain and high wind ? and even snow in some mountainous inland areas ? killed at least 16 people in seven states, cut power to more than 6 million homes and businesses from the Carolinas to Ohio, caused scares at two nuclear power plants and stopped the presidential campaign cold.
The storm was forecast to head across Pennsylvania before taking another sharp turn into western New York by Wednesday morning, bringing heavy rain and local flooding.
The flight cancelations surpassed those of a major winter storm in early 2011 that forced 14,000 flights to be scrapped over four days.
Even if storm damage is minor it could be a week before operations are normal at major East Coast airports, said Angela Gittens, director general of the Airports Council International, a trade group for airports worldwide.
"The storm has such a wide swath and so many major airports are involved that it's going to take some time (to recover) because those airplanes are so far away," said Gittens, who served as aviation director at Miami International Airport Dade during several hurricanes from 2001 to 2004.
JetBlue Airways Corp. canceled 1,200 flights for Sunday through Tuesday. The airline is hoping to resume flights at its Kennedy airport hub Wednesday, but is worried about flooding of the airport's runways since they are all basically at sea level and near bodies of water, according to Rob Maruster, the company's chief operating officer.
Delta Air Lines Inc. has canceled 2,100 flights over the three days. American Airlines has scrapped 1,000 flights, including 260 on regional affiliate American Eagle.
The impact on airline's bottom lines is unclear. Many of the customers on flights currently being canceled will reschedule later on, so the airlines will still collect the fares.
Travelers overseas could wait days to get to the East Coast of the U.S.
Frankfurt airport canceled 12 incoming and nine outgoing flights because of the storm, adding to 12 it scrapped on Monday. Spain's biggest airports in Madrid and Barcelona axed 19 flights, on top of 13 canceled the day before.
British Airways cut another 11 return flights to and from the East Coast on Tuesday, adding to 20 on Monday, when London's Heathrow airport canceled a total of 59 flights to and from the U.S.
Air India said its daily flights to Newark and JFK had been halted since Sunday.
South Korea's Korean Air said it canceled three flights to New York and one flight to Washington on Monday and Tuesday. Asiana Airlines canceled its Tuesday flight to New York. Its Monday flight to JFK was delayed by 26 hours, then was postponed again by another 26 hours.
Hong Kong's Cathay Pacific Airways had canceled six New York flights by Tuesday. The airline said another New York flight via Vancouver will only go as far as the Canadian city.

Galvin Center for Electricity Innovation will host World Bank Senior Energy Specialist Marcelino Madrigal, who will present ?Transmission Planning and Renewable Energy: Global Experience and Emerging Practices from the Developing and Developed World,? at 11:30 am on Friday, October 26 at the Galvin Center on the 16th floor of IIT Tower.
In their efforts to move toward a lower-carbon power sector, developed and developing countries are facing the need to considerably expand their transmission networks to serve the needs of renewable energy. The most cost effective renewable energy resources needed to decarbonize the electricity supply are usually located far from the existing transmission networks and consumption centers. Thus, transmission networks need be expanded and upgraded in order to reliably and cost-effectively connect and transport renewable energy supplies. Policy makers need be aware that renewable energy scale-up goes hand in hand with the expansion of transmission networks and that proper planning and regulatory actions are therefore necessary. The presentation will describe emerging approaches being undertaken by transmission utilities and regulators to cope with the challenge of expanding transmission for renewable energy scale-up. The challenge becomes surmountable if the conducive planning and regulatory approaches are implemented. Proactively planning and regulating transmission networks have been identified as key to ensure that transmission networks are expanded efficiently and effectively. New planning tools (methods) with certain features are greatly contributing to the overall effort to scale-up renewable interconnection. Linking planning with clear and stable cost recovery regulations is crucial. Based on the evolving experience and on established theory and practice, the report also proposes some principles to develop country-specific approaches to planning and regulation of transmission networks. The presentation will make an overview of some our work in various countries in different parts of the globe.
Marcelino Madrigal is a senior energy specialist at the World Bank?s Energy Anchor Unit.? He specialized in the technical and economic operations and planning of power systems and markets and associated regulatory aspects.? Prior to joining the Bank, he worked for four years the Inter-American Development Bank in the areas of electricity transmission, distribution, and regional energy (electricity and gas) integration and market design projects. Before that, he was with the Energy Regulatory Commission in Mexico as deputy general manager for research and regulatory development, and at the Energy Ministry as chief of staff for Electricity were he led different activities regarding electricity tariff regulation, renewable energy regulation, investment decision making, and electricity reform. He has extensively published in topics related to operations and planning of power systems and markets, and has delivered training in related fields to a number of electric utilities, regulators, and system operations in different countries. He was assistant professor at Morelia Institute of Technology national excellence research center in electrical engineering in Morelia, Mexico. He holds a B.Sc, M.Sc., and Ph.D degrees in electrical engineering all with emphasis in the technical and economic operations, planning, and design of power systems and markets. He has received several awards, among them, the Outstanding Young Power Engineering Award by the IEEE Power and Energy Society in 2006.

LAS VEGAS (AP) ? Katy Perry's doing her best get-out-the vote effort: At a rally for President Barack Obama, she wore a tight white dress imprinted like a ballot, and a square box on her right hip filled in the names of Obama and Joe Biden.
Perry gave a free concert at a park in a historically minority neighborhood just northwest of downtown Las Vegas to screaming fans at about 9 p.m., the same time Air Force One landed at McCarran International Airport across town.
Obama later told the crowd, "I believe in you. I need you to keep believing in me."
The Las Vegas campaign event drew more than 10,000 people, according to fire officials and organizers, with long lines still on sidewalks during Perry's 30-minute performance before Obama arrived.
The singer opened with a rendition of Al Green's soul hit, "Let's Stay Together," and played five songs, including "Teenage Dream," before ending with a thumping bass drum version of "Firework."
Perry, who recently also played a free concert at an Obama event in Los Angeles, paused before the last song Wednesday to exhort people in the Las Vegas crowd to vote early.
"Don't wait. Go tomorrow," she said. "How many of you are 18 here? It's going to be your first time, right?"

ScienceDaily (Oct. 24, 2012) ? Scaling up the production of biofuels made from algae to meet at least 5 percent -- approximately 39 billion liters -- of U.S. transportation fuel needs would place unsustainable demands on energy, water, and nutrients, says a new report from the National Research Council. However, these concerns are not a definitive barrier for future production, and innovations that would require research and development could help realize algal biofuels' full potential.
Biofuels derived from algae and cyanobacteria are possible alternatives to petroleum-based fuels and could help the U.S. meet its energy security needs and reduce greenhouse gas emissions, such as carbon dioxide (CO2). Algal biofuels offer potential advantages over biofuels made from land plants, including algae's ability to grow on non-croplands in cultivation ponds of freshwater, salt water, or wastewater. The number of companies developing algal biofuels has been increasing, and several oil companies are investing in them. Given these and other interests, the National Research Council was asked to identify sustainability issues associated with large-scale development of algal biofuels.
The committee that wrote the report said that concerns related to large-scale algal biofuel development differ depending on the pathways used to produce the fuels. Producing fuels from algae could be done in many ways, including cultivating freshwater or saltwater algae, growing algae in closed photobioreactors or open-pond systems, processing the oils produced by microalgae, or refining all parts of macroalgae. The committee's sustainability analysis focused on pathways that to date have received active attention. Most of the current development involves growing selected strains of algae in open ponds or closed photobioreactors using various water sources, collecting and extracting the oil from algae or collecting fuel precursors secreted by algae, and then processing the oil into fuel.
The committee pointed out several high-level concerns for large-scale development of algal biofuel, including the relatively large quantity of water required for algae cultivation; magnitude of nutrients, such as nitrogen, phosphorus, and CO2, needed for cultivation; amount of land area necessary to contain the ponds that grow the algae; and uncertainties in greenhouse gas emissions over the production life cycle. Moreover, the algal biofuel energy return on investment would have to be high, meaning more energy would have to be produced from the biofuels than what is required to cultivate algae and convert them to fuels.
The committee found that to produce the amount of algal biofuel equivalent to 1 liter of gasoline, between 3.15 liters to 3,650 liters of freshwater is required, depending on the production pathway. Replenishing water lost from evaporation in growing systems is a key driver for use of freshwater in production, the committee said. In addition, water use could be a serious concern in an algal biofuel production system that uses freshwater without recycling the "harvest" water.
To produce 39 billion liters of algal biofuels, 6 million to 15 million metric tons of nitrogen and 1 million to 2 million metric tons of phosphorus would be needed each year if the nutrients are not recycled, the report says. These requirements represent 44 percent to 107 percent of the total nitrogen use and 20 percent to 51 percent of the total phosphorus use in the U.S. However, recycling nutrients or utilizing wastewater from agricultural or municipal sources could reduce nutrient and energy use, the committee said.
Another resource that could limit the amount of algal biofuels produced is land area and the number of suitable and available sites for algae to grow. Appropriate topography, climate, proximity to water supplies -- whether freshwater, inland saline water, marine water, or wastewater -- and proximity to nutrient supplies would have to be matched carefully to ensure successful and sustainable fuel production and avoid costs and energy consumption for transporting those resources to cultivation facilities. If the suitable sites for growing algae are near urban or suburban centers or coastal recreation areas, the price of those lands could be prohibitive. A national assessment of land requirements for algae cultivation that takes into account various concerns is needed to inform the potential amount of algal biofuels that could be produced economically in the U.S.
One of the primary motivations for using alternative fuels for transportation is reducing greenhouse gas emissions. However, estimates of greenhouse gas emissions over the life cycle of algal biofuel production span a wide range; some studies suggest that algal biofuel production generates less greenhouse gas emissions than petroleum-based fuels while other studies suggest the opposite. These emissions depend on many factors in the production process, including the amount of energy needed to dewater and harvest algae and the electricity sources used.
The committee emphasized that the crucial aspects to sustainable development are positioning algal growth ponds close to water and nutrient resources and recycling essential resources. With proper management and good engineering designs, other environmental effects could be avoided, the committee said. Examples include releasing harvest water in other bodies of water and creating algal blooms and allowing harvest water to seep into ground water.
For algal biofuels to contribute a significant amount of fuels for transportation in the future, the committee said, research and development would be needed to improve algal strains, test additional strains for desired characteristics, advance the materials and methods for growing and processing algae into fuels, and reduce the energy requirements for multiple stages of production. To aid the U.S. Department of Energy in its decision-making process regarding sustainable algal biofuel development, the committee proposed a framework that includes an assessment of sustainability throughout the supply chain, a cumulative impact analysis of resource use or environmental effects, and cost-benefit analyses.

The other thing that strikes you is how well the industrial design of the new iPod Touch lends itself to the iPad Mini. You will have a very hard time choosing between the two-tone black model and the two-tone White model, as you can see in the shots below, but either way, Apple is really on to something with the new, uh, two-tone design motif.
"Does it feel like a shrunken iPad?" my colleague Rosa asks. Yes ... and no. The first thing you feel is actually, "Wow, I am holding a huge phone!" If you've ever held a Samsung Galaxy Note, for instance, you get a sense of what I'm talking about. It's only after that first burst of huge-phoneness that you settle in and start treating it like an iPad, one that is, yes, miniaturized.
I gave the iPad Mini the all-important lie-on-your-side-and-read test. No,?I didn't get on the ground, but I held it in ?my standard reading position. While I think you could still get cozier on, say, a Kindle Paperwhite, this thing will be a lot less tiresome to hold one-handed. Just be careful, because the tighter bezel could mean accidental pageturns.
So, the Apple execs were ferocious about noting that the iPad Mini has the same screen resolution as the iPad 2. That doesn't quite make its screen resolution a "Retina" display (one where your eyes can't perceive the pixels). The iPad Mini has 163 pixels per inch, which is a step up from the 132 ppi of the iPad 2, but a far cry from the?264 ppi of the more expensive iPad. The bump up from the iPad 2, with a smaller screen,?does give everything a sharp look, though, like you're gazing at an iPad interface through some kind of lens.?
The Apple folks are also keen to point out that the surface area of the iPad Mini is about a quarter greater than the surface area of lower-priced Android tablets, such as the $199?Nexus 7 and the $249 Kindle Fire HD. Those both have greater pixel densities, and 16x9 aspect ratios that are?optimized for movie watching. I would say that if you're using this primarily for movie watching, then the Android models make sense, but as Apple demonstrated,?when you are looking at websites and e-books, you get more surface area at one glance.
Of course, the iPad Minis on display ? complete with adorable little matching?Smart Covers ? were all well behaved, running apps as?snappily as you'd expect with the A5 processor.
I think you'd still need to see it in a store to know if it's right for your needs, but Apple's clearly bringing a whole new media consumption option to the table with iPad Mini, though one that's not exactly going to replace your computer. Or your phone.

Pronounced 'so-vin-yon blahnk', this popular wine often contains several fruit components and therefore is great with all seafood, salads and poultry. Although of French origin it is now produced all over the world. Sauvignon Blanc grapes tend to be very intense, so it is often blended with a Semillon to mellow the intensity.
Semillon
Pronounced 'sem-ih-yon' this is one of the more unique types of wine produced. This is a dry, sweet wine also used in fine dessert wines and often mixed with a Sauvignon Blanc to provide a more rounded flavour, as the two wines have opposite flavours.

Mr Tritton said commercial fishers should be aware of the strict rules that apply when any threatened species is caught during a routine fishing activity.
"Failure to take immediate steps to return the fish to its natural environment with the least possible injury may expose the fisher to severe penalties," he said.
"These penalties have been put in place because grey nurse shark numbers have declined to a point where they are listed as a critically endangered species.
"Mandatory threatened species reporting requirements also exist for commercial fishers in NSW and any interactions should be reported in writing to DPI using a threatened species reporting form.
"Threatened species offences are treated as very serious and we will continue to monitor both recreational and commercial fishers to make sure both are complying with the regulations.
"Anybody found breaching regulations can expect to face the full force of the law."
The NSW Government recently made a raft of changes to recreational fishing and scuba diving arrangements at Grey Nurse Shark critical habitat and other aggregation sites.
