A Japanese fishing boat washed across the Pacific following the 2011 tsunami has been confirmed as the first piece of debris to reach the coast of California, officials said Friday.
The 20-foot (six-meter) skiff, found this month near the northern Californian coastal town of Crescent City, belonged to the Takata High School in the Japanese city of Rikuzentakata, in Iwate Prefecture.
Japan's consulate in San Francisco helped the US National Oceanic and Atmospheric Administration confirm where the boat came from, after it was spotted washed up on a local beach.
The boat was covered in pelagic gooseneck barnacles. Experts at California's Humboldt State University also helped to identify it, said NOAA spokeswoman Keeley Belva.
The vessel is the 27th item of debris so far confirmed on the US West Coast, and the first in California. Other items have been found washed up in the states of Alaska, Washington and Oregon further up the coast.
One of the biggest items so far, a 66-foot floating dock, washed up in June in Oregon, after a 15-month trip across the Pacific from the port of Misawa, in Japan's Aomori prefecture.
A year ago, the US Coast Guard fired on and sank a deserted Japanese "ghost ship" off the coast of Alaska, after it was deemed to be a potential danger to shipping.
Japan last month marked the second anniversary of the March 11, 2011 9.0-magnitude earthquake that sent a huge wall of water into its northeastern coast, killing some 19,000 people and triggering a nuclear calamity.
The tsunami created the biggest single dumping of rubbish, sweeping some five million tonnes of shattered buildings, cars, household goods and other rubble into the sea.
An estimated three and a half million tonnes sank immediately, leaving some 1.5 million tonnes of plastic, timber, fishing nets, shipping containers, industrial scrap and innumerable other objects to float deeper into the ocean.

Where they hit: Hopkins overcame the pre-draft smear campaign, and might be the kind of big-play threat they?ve lacked at receiver (other than that Andre Johnson guy, of course). They also added some good offensive line depth in Williams and Quessenberry, guys who should be in the mix this year and could start down the line.
Where they missed: Some more pass rush help would have been nice, and while Williams has promise, there are a lot of folks in the scouting community who think Montgomery?s a waste of time. The talent is there, but that?s not the problem for him. Landing on a good team might create the atmosphere he needs, but the Texans can?t count on him in the short term. The good news is they don?t have to.
Impact rookies: Swearinger will make an impact on opponents, mostly. One of the true hitters in this class, he?s an enforcer in the back of the defense, the kind of guy Ed Reed would have loved lining up next to in Baltimore. He should be a huge benefit on special teams, as he has explosive ability and doesn?t mind dropping a shoulder into someone.
Long-term prospects: Even if Hopkins is the only rookie that contributes, that?s OK for the Texans, who didn?t enter the offseason with many holes to fill. But they need Hopkins to contribute quickly. Reed?s signing was symbolic as much as tangible, as they?re hoping some of his Ravens mojo rubs off on a team with talent, which has disappointed in the postseason. They drafted a few guys who could become the next wave of replacements for departed veterans, but this is clearly a team that sees the window closing, if not this year then soon.

Apr. 29, 2013 ? In a process one researcher compares to squeezing an elephant through a pinhole, researchers at Missouri University of Science and Technology have designed a way to engineer atoms capable of funneling light through ultra-small channels.
Their research is the latest in a series of recent findings related to how light and matter interact at the atomic scale, and it is the first to demonstrate that the material -- a specially designed "meta-atom" of gold and silicon oxide -- can transmit light through a wide bandwidth and at a speed approaching infinity. The meta-atoms' broadband capability could lead to advances in optical devices, which currently rely on a single frequency to transmit light, the researchers say.
"These meta-atoms can be integrated as building blocks for unconventional optical components with exotic electromagnetic properties over a wide frequency range," write Dr. Jie Gao and Dr. Xiaodong Yang, assistant professors of mechanical engineering at Missouri S&T, and Dr. Lei Sun, a visiting scholar at the university. The researchers describe their atomic-scale design in the latest issue of the journal Physical Review B.
The researchers created mathematical models of the meta-atom, a material 100 nanometers wide and 25 nanometers tall that combined gold and silicon oxide in stairstep fashion. A nanometer is one billionth of a meter and visible only with the aid of a high-power electron microscope.
In their simulations, the researchers stacked 10 of the meta-atoms, then shot light through them at various frequencies. They found that when light encountered the material in a range between 540 terahertz and 590 terahertz, it "stretched" into a nearly straight line and achieved an "effective permittivity" known as epsilon-near-zero.
Effective permittivity refers to the ratio of light's speed through air to its speed as it passes through a material. When light travels through glass, for instance, its effective permittivity is 2.25. Through air or the vacuum of outer space, the ratio is one. That ratio is what is typically referred to as the speed of light.
As light passes through the engineered meta-atoms described by Gao and Yang, however, its effective permittivity reaches a near-zero ratio. In other words, through the medium of these specially designed materials, light actually travels faster than the speed of light. It travels "infinitely fast" through this medium, Yang says.
The meta-atoms also stretch the light. Other materials, such as glass, typically compress optical waves, causing diffraction.
This stretching phenomenon means that "waves of light could tunnel through very small holes," Yang says. "It is like squeezing an elephant through an ultra-small channel."
The wavelength of light encountering a single meta-atom is 500 nanometers from peak to peak, or five times the length of Gao and Yang's specially designed meta-atoms, which are 100 nanometers in length. While the Missouri S&T team has yet to fabricate actual meta-atoms, they say their research shows that the materials could be built and used for optical communications, image processing, energy redirecting and other emerging fields, such as adaptive optics.
Last year, Albert Polman at the FOM Institute for Atomic and Molecular Physics in Amsterdam and Nader Engheta, an electrical engineer at the University of Pennsylvania, developed a tiny waveguide device in which light waves of a single wavelength also achieved epsilon-near-zero. But the Missouri S&T researchers' work is the first to demonstrate epsilon-near-zero in a broadband of 50 terahertz.
"The design is practical and realistic, with the potential to fabricate actual meta-atoms," says Gao. Adds Yang: "With this research, we filled the gap from the theoretical to the practical."
Through a process known as electron-beam deposition, the researchers have built a thin-film wafer from 13 stacked meta-atoms. But those materials were uniform in composition rather than arranged in the stairstep fashion of their modeled meta-atoms.

By nominating Charlotte, N.C., Mayor Anthony Foxx to be his next Transportation secretary, President Obama adds some additional racial diversity to his administration, comes a step closer to completing his second term Cabinet, and moves a youthful African American politician into the national spotlight.
In a ceremony in the White House East Room Monday afternoon, Mr. Obama called Mayor Fox "one of the most effective mayors Charlotte has ever seen,? and detailed Foxx's transportation experience.
"Since Anthony took office, they have broken ground on a new street car project that is going to bring modern electric tram service to the downtown area, they have expanded the international airport, and they are extending the city?s light rail system," the president said. "All of that has not only helped to create new jobs, it has helped Charlotte become more attractive to business.
"So I know Anthony?s experience will make him an outstanding transportation secretary."

Foxx accepted the job offer in the Obama administration after announcing April 5 that he would leave the mayor?s office at the end of the year to spend more time with his family. ?I never intended to be mayor for life,? he told the Charlotte Observer. The nominee, who turns 42 this week, has two children born after he joined the Charlotte City Council in 2005.
If confirmed by the Senate, Foxx would be the second African American in Mr. Obama?s Cabinet, joining Attorney General Eric Holder. Foxx is the first African American among Obama?s picks for his second term team. The lack of diversity has been the target of criticism from politicians and comedians alike.
Rep. Marcia Fudge (D) of Ohio, chair of the Congressional Black Caucus wrote to Obama in March complaining that of his appointments up to that time, ?none of them have been African American.? She added, ?the people you have chosen to appoint in this new term have hardly been reflective of this country?s diversity.?

At Saturday?s White House Correspondents Association (WHCA) dinner, Conan O?Brien referred to the president?s aging appearance saying, ?Mr. President, your hair is so white it could be a member of your cabinet.?
It has taken Obama an unusually long time to announce his choices for his second-term cabinet. Second-term presidents usually move faster seeking to get their team in place before lame-duck status kicks in. For Obama, that likely will come as the 2014 congressional elections draw closer. The president, meanwhile, is close to nominating candidates for two remaining posts, with Chicago hotel magnate Penny Pritzker seen as the likely candidate for Commerce secretary and White House international economics adviser Michael Froman in line to be United States Trade Representative, The New York Times reports.
The Transportation Department has been in the headlines lately as automatic budget cuts from the "sequester" pushed the Federal Aviation Administration to furlough air traffic controllers, triggering airport delays. Last week, Congress acted to give the Department more flexibility to deal with the budget cuts, hoping to restore air travel to normal.
The cabinet post would be ?by far the biggest job of Foxx?s career,? notes the Charlotte Business Journal. ?He is a part-time mayor in a city government with a budget of less than $2 billion and about 7,000 employees,? the Journal says.
In his 2014 budget, the president is seeking $77 billion for the Transportation Department, which has responsibility for America?s roads, bridges, transit systems, border crossings, railways, and runways. The department has almost 60,000 employees.
The new position would make Foxx one of the nation?s most visible African-American politicians. ?This would let him move on from municipal government while retaining a public profile that could set him up for a gubernatorial or senatorial run down the road,? notes Slate?s Matthew Yglesias.
The nomination comes as some black politicians are lamenting the apparent lack of progress for African American politicians in the time since Barack Obama made history and was elected president. Since the 2008 election, not one African-American has been elected to the Senate, although Mo Cowan (D) of Massachusetts was appointed to the body in February. The one African American governor, Deval Patrick of Massachusetts, was elected before Obama, and when he leaves office after 2013 may leave the ranks of black governors empty.
?I don?t think Obama has given a lot of thought to what comes next in terms of African-American politics,? PBS NewsHour anchor Gwen Ifill told Politico?s Jonathan Martin.

WASHINGTON (AP) ? The U.S. and its allies are still trying to figure out details of Syria's suspected use of chemical weapons against its own people, Defense Secretary Chuck Hagel said Monday, as international officials pressed for broader access to suspected attack sites.
Speaking to Pentagon reporters, Hagel refused to discuss any military options including whether or not the U.S. would be willing to take unilateral action against the Syrian regime or if the administration would act only in concert with allies.
The Obama administration said last week that U.S. intelligence had concluded that Syrian government forces likely used chemical agents against rebels in two attacks, but said there were "varying degrees of confidence" about how large an attack it may have been.
Since then the administration has come under withering criticism from members of Congress demanding that the U.S. take steps to protect the Syrian people by setting up either a safe zone or a no-fly zone over at least parts of the country.
"We are continuing to assess what happened -- when, where," said Hagel. "I think we should wait to get the facts before we make any judgments on what action, if any should be taken, and what kind of action."
U.S. officials, including Secretary of State John Kerry, have said that chemical weapons ? likely the nerve agent sarin ? were used on two occasions.
Syria wants any investigation limited to an incident in the Khan al-Assal village in the Aleppo province in March that reportedly killed 31 people, but U.N. Secretary-General Ban Ki-moon wants a broader investigation, that would include a December incident in Homs.
Britain, France, Israel and Qatar also believe chemical weapons have been used in Syria's two-year-old civil war. President Barack Obama has said that use of chemical weapons by President Bashar Assad's regime, or the transfer of those stockpiles to terrorists would cross a "red line" and have "enormous consequences."

He used the fight as another opportunity to show his dominance, beating Sonnen at his own game by taking him down several times before finishing the fight near the end of the first round.

WASHINGTON (AP) ? The chairman of the House Homeland Security Committee says he believes the Boston Marathon bombing suspects had some training in carrying out their attack.
Rep. Michael McCaul is citing the type of device used in the attack ? shrapnel-packed pressure-cooker bombs ? and the weapons' sophistication as signs of training.
Homemade bombs built from pressure cookers have been a frequent weapon of militants in Afghanistan, India and Pakistan. Al-Qaida's branch in Yemen once published an online manual on how to make one.
McCaul also tells "Fox News Sunday" that he thinks the suspects' mother played "a very strong role" in her sons' radicalization process and that if she were to return to the United States from Russia, she'd be held for questioning.

WASHINGTON (AP) ? President Barack Obama on Monday will nominate Charlotte, N.C., Mayor Anthony Foxx as his new transportation secretary, a White House official said Sunday.
If confirmed by the Senate, Foxx would replace outgoing Secretary Ray LaHood.
Foxx is Obama's first black nominee among the new Cabinet members appointed for the second term. The president faced criticism early in his second term for a lack of diversity among his nominees.
The official insisted on anonymity to avoid public discussion of the pick before the official announcement.
The official noted that Foxx has led efforts to improve his city's transit infrastructure to expand economic opportunity for businesses and workers. During Foxx's term as mayor, Charlotte has broken ground on several important transportation projects, including the Charlotte Streetcar Project to bring modern electric tram service to the city as well as a third parallel runway at Charlotte/Douglas International Airport. The city has also moved to extend the LYNX light rail system to the University of North Carolina at Charlotte, the official said.
If confirmed by the Senate, Foxx would take over a department that has been at the center of Washington's debate over the impact of the so-called sequester cuts. The automatic cuts resulted in furloughs for air traffic controllers that helped cause delays at many airports.
Congress reached a deal last week to provide the Transportation Department flexibility that allowed it to end the air traffic controller furloughs.
Foxx, an attorney who has worked in several positions with the federal government, was first elected mayor in 2009. He raised his national profile last year when Charlotte played host to the Democratic Party's convention.
He also served as a member of the Charlotte City Council.

According to a statement on the provincial government website, a group ?planning to conduct violent terrorist activities? armed with knives seized three local officials who had surprised them in a house near the city of Kashgar (see map).
They then killed the three hostages and 12 of the policemen and local community workers who came to the rescue, setting fire to the house before armed police regained control of the situation, killing six of the suspects and arresting eight of them, the statement said.
The Chinese authorities have given only sketchy details of the incident, and have not accused any particular group of responsibility. Beijing has previously blamed Islamist separatists for earlier violent attacks on officials.
Xinjiang, once a predominantly Muslim province in China?s far west, has seen massive settlement by ethnic Han immigrants in recent decades. The men ?had their thoughts poisoned by religious extremism,? according to the Xinjiang provincial website, and had ?spread Muslim religious propaganda.?
Determining the truth behind such allegations, and incidents such as Tuesday?s clash,?is difficult. Chinese media are not allowed to carry reports other than those by the state-run news agency Xinhua and foreign reporters have found themselves restricted and harassed when trying to work in Xinjiang.
A leading Uighur activist, Dilxat Raxit, who lives in Germany, questioned the official account, telling the AP that local residents had reported that the police sparked the incident by shooting a Uighur youth during a house search.
It was not clear how the suspects, armed only with knives, had managed to kill 15 policemen and local officials before they were subdued.
China has often accused a shadowy group known as the East Turkestan Islamic Movement of being behind violence in Xinjiang, but foreign observers are dubious, with some saying that Beijing deliberately exaggerates the terrorist threat in order to justify the iron grip it keeps on Xinjiang.

BARCELONA, Spain (AP) ? Seven-time winner Rafael Nadal defeated Milos Raonic 6-4, 6-0 Saturday to reach the final of the Barcelona Open.
He will play for the title Sunday against Nicolas Almagro in a match between Spaniards. Almargo defeated Philipp Kohlschreiber 6-2, 6-1 in the other semifinal to advance to his second clay-court final of the year.
"Almagro will be a tough rival," Nadal said. "He will come out aggressive as always. My goal is not to find myself in defensive positions all the time, and even though it will be tough, try to move him around."
The start of Nadal's match was delayed because of rain. He overcame an early break and dominated the rest of the way, with Raonic's big serve doing little damage.
Nadal has won 38 straight matches on the Real Club de Tenis's outdoor red clay. His last loss in Barcelona came 10 years ago to Spain's current Davis Cup captain, Alex Corretja. Nadal is now ranked fifth and has reached six straight finals ? winning three ? since returning from a seven-month knee injury layoff.
He said his long absence makes him value his chance at a title.

Almagro will play his first final at Barcelona after falling in his two previous appearances in the semifinals.

"To beat Rafa, a lot of things have to go your way," Almagro said. "I'm calm and believe in my tennis, which before was more erratic. Now I believe I can win and that is an important step.
"He is the favorite, but why can't tomorrow be my day?"

DENVER (AP) ? Colorado Avalanche coach Joe Sacco was fired on Sunday after the team missed the playoffs for the third straight season.
The Avs never got on track in the lockout-shortened season and finished last in the Western Conference.
Sacco was in his fourth season in charge of Colorado and wound up with a 130-134-30 mark. He had one year left on his contract.
"The organization believes a change of leadership behind the bench is needed going forward," general manager Greg Sherman said in a release. "Joe has worked for this franchise for eight seasons and he is a dedicated and hard-working coach. We appreciate all he has done and wish him the best in the future."
The Avs will soon begin their search for a replacement.
Sacco spent two seasons in charge of the organization's American Hockey League affiliate squad, the Lake Erie Monsters, before taking over the Avs in 2009 after the firing of Tony Granato.
A former NHL player, Sacco preached a fast-paced style and it served the youthful Avalanche well in his first season as the team earned a postseason spot. He was even a finalist for the NHL's coach of the year.
But Colorado couldn't duplicate that success.
Moments after a 3-1 loss to Minnesota on Saturday to close out the regular season, Sacco was asked about his future, saying, "We're certainly headed in the right direction."
His team was committed to his up-tempo philosophy. Matt Duchene recently said that Sacco's message was still getting across.
"We've all played the system he's put in place to the best of our ability. We've all worked at it," said Duchene, who finished tied with P.A. Parenteau for the team scoring lead with 43 points. "We're all still buying in and working."
Sacco will be back on the bench later this week when he leads the U.S. squad at the world championships. He will even take several Avalanche players with him, including Paul Stastny and Erik Johnson.

There are few things in the mobile industry that have been constant over the last few years, but one that has is the rumor of a mythical "Facebook Phone." In many ways the First itself isn't supposed to be the big story. You wouldn't be alone for thinking it is simply a hardware platform to show off what seems to be Facebook's true end-game -- the Facebook Home software. There are far more users in the world that own one of the recent flagships from HTC or Samsung that will install Home from the Play Store than there are who will buy (or even be aware of) the First. This realization certainly calls into question why Facebook even bothered to have its own phone made in the first place.
So does Facebook actually care about the success of the First, or did it ask HTC to throw together a cheap device from the parts bin to show off Home at the press conference? After spending some time with the device, we think it may be a bit more substantial than that. There are a whole lot of intriguing aspects of the First that may just have you considering it as your next device.

This week's diamond jubilee of the discovery of DNA's molecular structure rightly celebrates how Francis Crick, James Watson and their collaborators launched the 'genomic age' by revealing how hereditary information is encoded in the double helix. Yet the conventional narrative ? in which their 1953 Nature paper led inexorably to the Human Genome Project and the dawn of personalized medicine ? is as misleading as the popular narrative of gene function itself, in which the DNA sequence is translated into proteins and ultimately into an organism's observable characteristics, or phenotype.
Sixty years on, the very definition of 'gene' is hotly debated. We do not know what most of our DNA does, nor how, or to what extent it governs traits. In other words, we do not fully understand how evolution works at the molecular level.
That sounds to me like an extraordinarily exciting state of affairs, comparable perhaps to the disruptive discovery in cosmology in 1998 that the expansion of the Universe is accelerating rather than decelerating, as astronomers had believed since the late 1920s. Yet, while specialists debate what the latest findings mean, the rhetoric of popular discussions of DNA, genomics and evolution remains largely unchanged, and the public continues to be fed assurances that DNA is as solipsistic a blueprint as ever.
The more complex picture now emerging raises difficult questions that this outsider knows he can barely discern. But I can tell that the usual tidy tale of how 'DNA makes RNA makes protein' is sanitized to the point of distortion. Instead of occasional, muted confessions from genomics boosters and popularizers of evolution that the story has turned out to be a little more complex, there should be a bolder admission ? indeed a celebration ? of the known unknowns.
DNA dispute
A student referring to textbook discussions of genetics and evolution could be forgiven for thinking that the 'central dogma' devised by Crick and others in the 1960s ? in which information flows in a linear, traceable fashion from DNA sequence to messenger RNA to protein, to manifest finally as phenotype ? remains the solid foundation of the genomic revolution. In fact, it is beginning to look more like a casualty of it.
Although it remains beyond serious doubt that Darwinian natural selection drives much, perhaps most, evolutionary change, it is often unclear at which phenotypic level selection operates, and particularly how it plays out at the molecular level.
Take the Encyclopedia of DNA Elements (ENCODE) project, a public research consortium launched by the US National Human Genome Research Institute in Bethesda, Maryland. Starting in 2003, ENCODE researchers set out to map which parts of human chromosomes are transcribed, how transcription is regulated and how the process is affected by the way the DNA is packaged in the cell nucleus. Last year, the group revealed that there is much more to genome function than is encompassed in the roughly 1% of our DNA that contains some 20,000 protein-coding genes ? challenging the old idea that much of the genome is junk. At least 80% of the genome is transcribed into RNA.
Some geneticists and evolutionary biologists say that all this extra transcription may simply be noise, irrelevant to function and evolution. But, drawing on the fact that regulatory roles have been pinned to some of the non-coding RNA transcripts discovered in pilot projects, the ENCODE team argues that at least some of this transcription could provide a reservoir of molecules with regulatory functions ? in other words, a pool of potentially 'useful' variation. ENCODE researchers even propose, to the consternation of some, that the transcript should be considered the basic unit of inheritance, with 'gene' denoting not a piece of DNA but a higher-order concept pertaining to all the transcripts that contribute to a given phenotypic trait.

BAGHDAD (AP) ? Iraqi authorities say attackers have killed eight members of the security forces, including five anti-al-Qaida militiamen, amid rising sectarian violence in the country.
Police said that the first attack occurred early Saturday when gunmen opened fire on a checkpoint manned by pro-government Sunni fighters near the city of Tikrit.
In western Iraq, three army intelligence soldiers riding a vehicle were stopped by gunmen near a protest site in Ramadi. In the gun battle that ensued, the soldiers were killed and two gunmen were wounded.
Hospital officials confirmed the casualties. All officials spoke on condition of anonymity because they are not authorized to talk to the media.
The current wave of violence in Iraq has left more than 170 people dead over the past five days.

WEST HOLLYWOOD, Calif. (AP) ? Will.i.am says he's been unfairly accused of stealing a song from a Russian dance producer for use on his new album.
The producer-rapper-singer has acknowledged reaching out to trance producer Arty after hearing his 2011 song with London's Mat Zo, "Rebound." Will.i.am recorded a new version with Chris Brown titled, "Let's Go," which has been met with criticism online from Arty's fans.
He said he emailed Arty, who initially responded positively to an invitation to collaborate. But in recent weeks, the Russian DJ and producer told fans on his Facebook page that there was no final deal between their respective labels and "the matter is under review by our legal teams."
Will.i.am credits Arty, whose real name is Artem Stoliarov, as a writer on the song in the liner notes for his album "(hash)willpower," released this week. He blamed the slow legal clearance process and said he didn't know Arty had worked with another producer on the track. Will.i.am said his legal team was also at work on the issue.
"You can't steal if you credited somebody," will.i.am told The Associated Press in an interview this week. "He and I communicated. ... It's not my fault he didn't tell me about the other guy. So who is to blame? I didn't know."
A message sent to Arty's label, Anjunabeats, was not returned Friday.
Will.i.am, whose real name is William Adams, noted that his album includes collaborations with more well-known electronic dance music producers including Afrojack, Steve Angello and Sebastian Ingrosso.
"I respect that world and in a way helped cross it over for it to be played on radio," he said. "So it's just ? it's just ? it's kind of wack the way this situation has turned out because it's undermined in a way ? not really, it hasn't ? but it's undermined my contributions to that world and my respect to that world. Because the way they're painting it is not the way it is."
Will.i.am, whose group the Black Eyed Peas went on hiatus two years ago, said he faced similar issues with slow legal clearances when Estelle and Kanye West released "American Boy" using the beat from his 2007 song "Impatient."
"I don't mind because I like the song and I'm excited about the collaboration with Kanye and Estelle. And then the paperwork happens after it's out," he said. "That happens a bunch of times where legal takes so long. The creative is instantaneous. You want things to come out."

DHAKA (Reuters) - Two factory bosses and two engineers were detained in Bangladesh on Saturday, three days after the collapse of a building where low-cost garments were made for Western brands killed at least 352 people.
More were being pulled alive from the rubble at the building, where police said as many as 900 people were still missing in Bangladesh's worst ever industrial accident.
The owner of the eight-storey building that fell like a pack of cards around more than 3,000 mainly young women workers was still on the run.
Police said several of his relatives were detained to compel him to hand himself in, and an alert had gone out to airport and border authorities to prevent him from fleeing the country.
Officials said Rana Plaza, on the outskirts of the capital, Dhaka, had been built on spongy ground without the correct permits, and the workers were sent in on Wednesday despite warnings the previous day that it was structurally unsafe.
Anger at the negligence has sparked days of protests and clashes, with police on Saturday using tear gas, water cannons and rubber bullets to quell demonstrators who burned cars.
Two engineers involved in building the complex were picked up at their homes early on Saturday, Dhaka district police chief Habibur Rahman said. He said they were arrested for dismissing a warning not to open the building after a jolt was felt and cracks were noticed on some pillars the previous day.
The owner and managing director of the largest of the five factories in the complex, New Wave Style, surrendered to the country's garment industry association during the night and they were handed over to police. They will be kept in remand for an initial 12 days.
The factory, which listed many European and North American retailers as its customers, occupied upper floors of the building that officials said had been added illegally.

"Everyone involved - including the designer, engineer, and builders - will be arrested for putting up this defective building," said junior internal affairs minister Shamsul Huq.
Anger over the working conditions of Bangladesh's 3.6 million garment workers - most of whom are women earning as little as $38 a month - has grown since the disaster.
Hundreds were on the streets again on Saturday, smashing and burning cars and sparking more battles with police, who responded with tear gas, rubber bullets and a water cannon. Eyewitnesses said dozens of people were injured in the clashes.
An alliance of leftist parties which is part of the ruling coalition said it would call a national strike on May 2 if all those responsible for the disaster were not arrested by Sunday.
Rahman identified the owner of the building as Mohammed Sohel Rana, a leader of the ruling Awami League's youth front.
"People are asking for his head, which is quite natural," said H.T. Imam, an adviser to the prime minister.
Wednesday's collapse was the third major industrial incident in five months in Bangladesh, the second-largest exporter of garments in the world. In November, a fire at the Tazreen Fashion factory nearby the latest disaster killed 112 people.
Such incidents have raised serious questions about worker safety and low wages, and could taint the reputation of the poor South Asian country, which relies on garments for 80 percent of its exports.
The Bangladesh Garment Manufacturers and Exporters Association (BGMEA) on Saturday asked garment factory owners to produce building designs by July in a bid to improve safety.
Remarkably, rescuers armed with rod cutters and drills were still pulling people alive from the precarious mound of rubble - 29 in all since dawn on Saturday.
Marina Begum, 22, spoke from a hospital bed of her ordeal inside the broken building for three days.
"It felt like I was in hell," she told reporters. "It was so hot, I could hardly breathe, there was no food and water. When I regained my senses I found myself in this hospital bed."
Frantic efforts were under way to save 15 people trapped under the concrete who were being supplied with dried food, bottled water and oxygen.
Heavy machinery will not be used to remove the remaining bodies and debris until all the survivors are rescued, junior minister for local government Jahangir Kabir Nanak said.
About 2,500 people have been rescued from the remains of the building in the commercial suburb of Savar, about 30 km (20 miles) from Dhaka.
WRONG PERMIT, ILLEGAL FLOORS
Emdadul Islam, chief engineer of the state-run Capital Development Authority (CDA), said the owner of the building had not received the proper building consent, obtaining a permit for a five-storey building from the local municipality which did not have the authority to grant it.
"Only CDA can give such approval," he said. "We are trying to get the original design from the municipality, but since the concerned official is in hiding we cannot get it readily."
Furthermore, another three storeys had been added illegally, he said. "Savar is not an industrial zone, and for that reason no factory can be housed in Rana Plaza," Islam told Reuters.
Islam said the building had been erected on the site of a pond filled in with sand and earth, weakening the foundations.
Duty free access offered by Western countries and low wages helped turn Bangladesh's garment exports into a $19 billion a year industry. Sixty percent of the clothes go to Europe. The United States takes 23 percent and Canada takes 5 percent.
North American and European chains, including British retailer Primark and Canada's Loblaw, a unit of George Weston Ltd, said they were supplied by factories in the Rana Plaza building.
Loblaw, which had a small number of "Joe Fresh" apparel items made at one of the factories, said on Saturday that it was working with other retailers to provide aid and support.
It said it was sending representatives to Bangladesh and was also joining what it described as an urgent meeting with other retailers and the Retail Council of Canada.
